Key technologies and applications of safety diagnosis and smart management of reservoir dams

  • 摘要: 中国水库大坝建设水平世界领先,但管理水平相对滞后,突出表现在管理手段落后、信息化应用程度低,出险甚至溃坝事故仍时有发生,亟待加强传统水利与现代信息技术融合,充分应用大数据、人工智能、机器学习等现代信息技术,实现水库大坝安全智能诊断和智慧管理。“十三五”国家重点研发计划项目“水库大坝安全诊断与智慧管理关键技术与应用(2018YFC0407100)”以澜沧江流域代表性水电工程等为依托,以水资源高效利用为目标,以确保水库大坝安全为宗旨,以工程防灾减灾为突破点,通过近四年的联合攻关,在大型复杂水工结构性能演化测试装备与智能诊断技术、大坝结构与服役环境互馈仿真及智能监控关键技术、基于大数据的大坝安全诊断与预警关键技术等方面取得系列创新成果,为进一步健全中国大坝安全保障体系和强化预报、预警、预演、预案“四预”措施提供科技支撑,全面保障水库大坝安全运行和综合效能发挥,具有极高的科学价值和广阔的推广应用前景,社会效益、经济效益和生态环境效益极其显著。

     

    Abstract: The construction level of reservoirs and dams in China is leading in the world, but the management level is relatively lagging behind, which is highlighted by the backward management means, and low application degree of information technology, and accidents and even dam breaks still occur from time to time. It is urgent to strengthen the integration of traditional water conservancy and modern information technologies, and make full use of the latter such as big data, artificial intelligence and machine learning to realize intelligent diagnosis and smart management of reservoir dam safety. The National Key Research and Development Program of China during the 13th Five-Year Plan period "Key technologies and applications of reservoir dam safety diagnosis and smart management (2018YFC0407100)" is based on the representative hydropower projects in Lancang River Basin, aiming at efficient utilization of water resources, ensuring safety of reservoir dam and taking disaster prevention and mitigation of projects as a breakthrough point. After nearly four years of joint researches, a series of innovative achievements were made in the test equipments and intelligent diagnosis technologies for performance evolution of large and complex hydraulic structures, the key technologies of mutual feed simulation and intelligent monitoring of dam structures and service environment, and the key technologies of dam safety diagnosis and early warning based on big data. The relevant achievements provide scientific and technological support for further improving China's dam safety guarantee system and strengthening the "four pre-measures", and comprehensively guarantee the safe operation and comprehensive efficiency of reservoirs and dams. The achievements have extremely high scientific value and broad prospects for popularization and application as well as extremely remarkable social, economic and ecological environmental benefits.
